Allows private detectives licensed under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 to serve process in any county without special court appointment.

Requires private detectives and registered employees of private detective agencies to send a one-time copy of their license or certificate to the county sheriff in each county where they serve process.

Establishes a $5 fee in counties with 3,000,000 or more residents for each summons served by private detectives, to be paid by the plaintiff to the court clerk and remitted to the county sheriff.

Allows housing authority police in counties with 3,000,000 or more residents to serve process and execute eviction orders for eviction actions brought by that housing authority.

Permits courts in counties with 3,000,000 or more residents to appoint private process servers or other law enforcement agencies to serve process in nuisance eviction proceedings under the Controlled Substance and Cannabis Nuisance Act.
