Community mental health public questions cannot be placed on the 2024 primary or general election ballot in any township where a community mental health question was approved in the 2022 general election.

Updates effective date references in validation provisions for community mental health and developmental disabilities referenda from the 102nd General Assembly to the 103rd General Assembly.

Allows the largest municipality in a county with less than 500,000 population and at least 125,000 residents to appoint 2 additional members to the community mental health board if the board is funded in whole or part by a special mental health sales tax.

Modifies the Community Mental Health Act to specify that appropriations for mental health facilities and services be made "by the community mental health board" rather than simply based on the board's recommendations.

Changes board appointment requirements to provide that the governing body member's term on the community mental health board runs concurrently with their elected term.
