• Municipalities must provide recorded images online to alleged violators and publish safety zone locations on their websites; net penalty proceeds must fund public safety initiatives, pedestrian/traffic safety, infrastructure, or after-school programs after deducting operational costs.

• Applies only to municipalities with 1 million+ residents and home rule municipalities with 35,000+ residents in counties with 3 million+ population; requires statistical safety analysis every 2 years and 30-day notice before new system installation.
