Public Act 103-0546: Interagency Children's Behavioral Health Services Act

• Establishes a Children's Behavioral Health Transformation Officer and Interagency Children's Behavioral Health Services Team to coordinate services for youth with significant behavioral health needs across state agencies including DCFS, DHS, DHFS, State Board of Education, DJJ, and DPH.

• Requires participating agencies to develop an interagency agreement within 90 days outlining roles, staff assignments with decision-making authority, criteria for identifying children needing enhanced collaboration, and quarterly reporting on children presented for services and timeframes for placement.

• Creates a Care Portal as a centralized resource for families with children having complex behavioral health needs to streamline access to appropriate services and facilitate automatic eligibility matching across agencies.

• Authorizes temporary emergency placements for youth in crisis through Comprehensive Community-Based Youth Services providers, with placements limited to 21 business days while agencies work to identify long-term treatment or alternative living arrangements.

• Requires mental health screening recommendations for K-12 students and expands efforts to enroll students with developmental disabilities in the Prioritization of Urgency of Need for Services (PUNS) database to facilitate access to state developmental disabilities services.
