Renames and renumbers Section 2-3.196 to Section 2-3.203 of the School Code; requires State Board of Education to file report by December 15, 2023 recommending implementation of mental health screenings for kindergarten through grade 12 students, including screening tools and staff training.

Requires State Board of Education to release strategy by October 1, 2024 for measuring school district capacity to implement universal mental health screening, with phased implementation plan and readiness report due April 1, 2025.

Repeals the Wellness Checks in Schools Program Act.

Amends Illinois Public Aid Code Section 5-30.1 to establish managed care organization (MCO) protections including emergency services payment requirements, network adequacy standards, timely claim payment (within 30 days), and dispute resolution processes for provider complaints.

Amends Children's Mental Health Act to add Children's Behavioral Health Transformation Initiative to advise state agencies; establishes adjunct youth council (ages 14-25) within Children's Mental Health Partnership; directs Department of Public Health to provide administrative support; requires leading indicator data sharing with MCOs by December 1, 2024 for early detection of elevated behavioral health crisis risk in children.
