SB0754 Summary

• Amends the Firearm Owners Identification Card Act to include "prepackaged explosive components" among items requiring an FOID card for acquisition and possession, alongside firearms, ammunition, stun guns, and tasers.

• Adds new Section 24-4.3 to the Criminal Code establishing unlawful sale or delivery of prepackaged explosive components as a Class 4 felony, including selling to ineligible persons or selling without proper federal licensing.

• Defines "prepackaged explosive components" as prepackaged products containing 2 or more unmixed commercial chemical substances that are not independently explosives but become explosive when mixed, subject to federal Bureau of Alcohol, Tobacco, Firearms, and Explosives regulation.

• Exempts from prepackaged explosive components requirements members of armed services, licensed manufacturers/importers engaged in lawful business activities, contractors fulfilling government contracts, and retail sales clerks.

• Takes effect July 1, 2023.
