• Creates EMT Training, Recruitment, and Retention Task Force to address Emergency Medical Technician and Paramedic shortages, barriers to training and retention, and funding opportunities, with final report due January 1, 2024.

• Allows EMS personnel to work temporarily for another EMS System for up to 2 weeks under direct supervision with written approval from the Medical Director and completion of required testing within 2 weeks.

• Expands alternative staffing models for ambulances to include EMRs paired with licensed EMTs or higher-level personnel, with quality assurance requirements; begins July 1, 2023 pilot program allowing EMRs for advanced life support and critical care transports for up to 3 years.

• Establishes ambulance assistance vehicle pilot program starting July 1, 2023 (not exceeding 3 years) allowing lower-level ambulances to be upgraded to higher level of care for interfacility transports through equipment and personnel interception at sending facilities.

• Requires Department to provide administrative support to the Task Force and ensure EMS Systems transport pregnant women to appropriate maternal care facilities based on established classification levels.
