Creates a Certified Medication Aide Program under the Department of Public Health to allow certified medication aides to administer medications in assisted living and shared housing establishments under registered nurse supervision.

Establishes qualification requirements for certification including being age 18 or older, holding a high school diploma, having 2,000 hours of certified nursing assistant experience within 3 years, completing a 60-hour classroom course plus 10 hours of simulation and 30 hours of clinical practicum, and passing the Medication Aide Certification Examination.

Prohibits certified medication aides from administering Schedule II controlled substances or any subcutaneous, intramuscular, intradermal, or intravenous medications, and requires a physician's initial assessment of residents before medication administration begins.

Requires establishments participating in the program to certify that a registered nurse will be on duty and present at all times to delegate and supervise medication administration, and that certified medication aides will not replace existing nursing staff.

Allows supportive living facilities to employ certified medication aides under registered nurse supervision, subject to federal approval, and repeals Article 80 of the Nurse Practice Act.
