Creates the Blue-Ribbon Commission on Transportation Infrastructure Funding and Policy within the Department of Transportation to evaluate Illinois' transportation funding and policy processes.

Commission membership consists of 4 House members (2 appointed by Speaker, 2 by Minority Leader), 4 Senate members (2 appointed by President, 2 by Minority Leader), and 8 members appointed by the Governor with Senate consent, with a Governor-appointed chair.

Commission must evaluate current transportation funding sources, consider new funding options, review governance structures, assess workforce needs, and examine data requirements, with focus on equity, climate change, and electric vehicles.

Commission shall submit final report to the General Assembly by January 1, 2024, including specific actionable legislative recommendations and any minority views from members.

Commission is dissolved and Act is repealed on February 1, 2024; Act takes effect upon becoming law.
