IL SB0851

Expands the Broadband Advisory Council's duties to evaluate extending the Illinois Century Network to public schools, public libraries, and State-owned correctional facilities with gigabit-level broadband speeds by January 1, 2030.

Requires the Council to publish updated Federal Communications Commission broadband benchmark data rates in the Illinois Register within 60 days of federal updates.

Mandates a feasibility study examining expansion models, funding sources, staffing needs, partnership opportunities, and benefits of connecting all eligible public institutions to the Illinois Century Network.

Directs the Council to submit a comprehensive report to the General Assembly by January 1, 2024 with findings, recommendations, expansion options, timelines, and proposed legislation.

Empowers the Office of Broadband within the Department of Commerce and Economic Opportunity to support and assist the Council in developing the study.
