Amends the Illinois Identification Card Act to make social security numbers optional for applicants who do not have one, allowing use of valid passports or consular identification documents instead.

Expands the list of Department of Children and Family Services employees eligible to use their work address instead of residence address on identification cards to include "Child Welfare Specialist" and "Child Welfare Advanced Specialist" positions (in addition to existing Child Protection Specialist titles).

Makes the same work address provision available to applicants for driver's licenses who are DCFS employees with specified job titles, judicial officers, or peace officers.

Requires the Secretary of State to accept unexpired passports or consular identification documents issued within 2 years of expiration as proof of date of birth and written signature for standard identification card applicants without a social security number.
