Counties, road districts, and municipalities are prohibited from constructing, reconstructing, improving, widening, relocating, repairing, altering, or maintaining transportation-related facilities outside their county boundaries unless the work is part of their respective highway/street systems, jointly performed with adjacent jurisdictions through intergovernmental agreements, or disaster relief services.

Exemptions to the boundary restrictions allow counties and road districts to share road equipment with adjacent jurisdictions through intergovernmental agreements.

Municipalities may perform work in adjacent municipalities under the same boundary restrictions as counties and road districts.

"Maintenance" and "maintain" are clarified to exclude mowing, gravel reclamation, snow removal, and application of salt, sand, or other ice/snow safety substances, which remain permissible across boundaries.

These restrictions apply to highways, roads, streets, alleys, bridges, culverts, drainage structures, sidewalks, bicycle paths, parking lots, driveways, and other transportation-related facilities.
