Amends the Illinois Vehicle Code to require all vehicle owners in Illinois with out-of-state titles showing an Illinois address to convert those titles to Illinois certificates of title before transferring ownership, with exceptions for insurance companies and lienholders in repossession.

Prohibits dealers from obtaining out-of-state certificates of title for vehicles held for sale in Illinois or as substitutes for Illinois-issued dealer lien release certificates of title.

Clarifies that out-of-state duplicate or corrected certificates of title showing an Illinois address cannot be used to transfer vehicle ownership, except in transfers involving insurance companies or repossession by lienholders.

Requires applicants for duplicate and corrected certificates of title to state the current vehicle odometer reading and indicate whether it represents actual mileage, not actual mileage, or mileage exceeding mechanical limits.
