Amends Section 1A-4 of the School Code concerning powers and duties of the State Board of Education with a technical change to grammar.

State Board of Education determines qualifications and appoints the State Superintendent of Education, who may be proposed by the Governor and serves at the Board's pleasure under a performance-based contract.

State Superintendent contracts must expire no later than February 1, 2007, and every 4 years thereafter, with new appointments required at the beginning of each Governor's term after Board appointments are made.

State Board may delegate authority to State Superintendent only for adopted board policies or ministerial powers, but cannot delegate authority to nonrecognize school districts, withhold state payments as penalty, or make final contested case decisions.

Joint Education Committee that was established to coordinate with higher education and workforce development entities is abolished effective upon the 95th General Assembly.
