Amends Section 1A-4 of the School Code concerning powers and duties of the State Board of Education with a technical change to the language regarding "The Board"

State Board of Education determines qualifications and appoints the State Superintendent of Education, who serves at the Board's pleasure under a performance-based contract linked to statewide student performance and academic improvement

State Superintendent serves as the Board's chief executive officer and does not serve as a Board member; Board sets compensation and establishes duties, powers, and responsibilities included in the performance-based contract

Board may delegate authority to State Superintendent to act on Board's behalf through adopted board policy or for ministerial powers, but cannot delegate authority to nonrecognize school districts, withhold state payments as penalties, or make final contested case decisions

Joint Education Committee is abolished upon the effective date of the 95th General Assembly
