SB0993 Summary

• Amends Section 1A-4 of the School Code regarding powers and duties of the State Board of Education through a technical change correcting "The" to "The" in subsection B.

• State Board of Education appoints the State Superintendent of Education as chief education officer under a performance-based contract linked to statewide student performance and academic improvement.

• State Superintendent contracts must expire no later than February 1 every 4 years, with new appointments required at the beginning of each Governor's term after the Governor makes Board appointments.

• State Board cannot delegate authority to the State Superintendent for nonrecognizing school districts, withholding state payments as penalties, or making final decisions under contested case provisions of the Illinois Administrative Procedure Act.

• Upon appointment of 7 new Board members, the Board must review all current rules to streamline procedures, improve efficiency, and eliminate unnecessary forms and paperwork.
