Governor shall issue notice to fly flags at half-staff upon death of Illinois residents killed by hostile fire in U.S. armed forces, or killed in line of duty as law enforcement officer, firefighter, or EMS crew member, for the day of funeral and 2 preceding days.

Flags to be flown at half-staff include the U.S. national flag, Illinois state flag, appropriate military flag, and the newly designated Honor and Remember Flag.

Honor and Remember Flag is designated as symbol of the state's commitment to honoring and remembering U.S. armed forces members who lost their lives in service; shall be displayed at state Capitol, military memorials, and veteran cemeteries on Armed Forces Day, Memorial Day, Flag Day, July 4th, POW/MIA Recognition Day, Gold Star Mother's Day, Veterans Day, and upon any state military casualty.

Condominium associations are prohibited from restricting display of American flags or military flags (including the Honor and Remember Flag) on unit owners' limited common areas or adjacent building exteriors, though boards may establish reasonable rules regarding placement and flagpole size.

Departments of Veterans' Affairs, Illinois State Police, State Fire Marshal, and Department of Public Health shall notify the Governor of qualifying deaths in their respective jurisdictions.
