Extends the minimum maintenance period for DUI memorial markers from 2 years to 4 years from the date the last person was memorialized on the marker.

Extends the minimum maintenance period for fatal crash memorial markers from 2 years to 4 years from the date the last person was memorialized on the marker.

Changes terminology in Section 23.1 from "fatal accident memorial marker program" to "fatal crash memorial marker program" throughout the statute.

Allows DUI memorial markers erected on or after July 1, 2021 to display the message "Don't Drive Under the Influence" instead of "Please Don't Drink and Drive".

Permits qualified relatives to request an additional memorial panel with the victim's name and crash date mounted below the primary panel for both DUI and fatal crash markers.
