IL SB1230

Amends the Animal Welfare Act to add "at retail to the public" definition, clarifying that selling companion animals at brick-and-mortar establishments obtained from breeders or brokers for compensation (not bred on premises) constitutes retail sales.

Modifies the "dog dealer" definition to exclude persons selling dogs at retail to the public or only dogs they have produced and raised.

Adds clarification that persons selling dogs at retail to the public shall not be considered animal shelters under the Act.

Adds a new ground for license discipline (ground k) authorizing the Department to refuse to issue or suspend licenses for operating without a proper license under the Act.

Changes the grounds for discipline section by replacing a period with "; or" after the gross negligence provision to properly connect to the new unlicensed operation ground.
