• Amends Section 19A-21 of the Election Code to allow units of local government to conditionally decline requests to use their public buildings as early voting polling places.

• Local governments may refuse the use if they determine it would interfere with normal building operations or cause additional expenses, including additional labor costs.

• Previously, local governments were required to make public buildings available as early voting polling places upon request from an election authority without exceptions.

• Requires that any portion of a building used as an early voting polling place must be accessible to voters with disabilities and elderly voters.

• Becomes effective immediately upon enactment.
