Requires ambulance and rescue vehicle operators to have documented training in vehicle operation prior to operating, including proper use of warning lights and sirens and when they are warranted.

Mandates sirens producing at least 100 decibels at 50 feet and red flashing lamps visible at 500 feet in normal sunlight; vehicles in counties under 2,000,000 population may also operate green flashing lights.

Allows ambulance and rescue vehicle drivers to proceed through red traffic signals and stop signs only after slowing for safe operation and when using both audible and visual warning signals.

Specifies that sirens and lamps must operate only when reasonably necessary to warn others; in municipalities over 1,000,000 population, siren and lamps operate only when responding to emergency calls or transporting patients requiring immediate medical intervention.

Requires vehicles operating over 40 miles per hour to comply with all motor vehicle laws except traffic-control device compliance and right-half-of-roadway rules; drivers remain liable for reckless disregard for safety.
