SB1282 Summary

• Requires health insurance policies, managed care plans, and self-insured health programs for state employees, counties, municipalities, and schools to cover preventative liver disease screenings for individuals ages 35-64 at high risk, including liver ultrasounds and alpha-fetoprotein blood tests every 6 months without cost-sharing, effective January 1, 2025.

• Creates new Section 356z.61 of the Illinois Insurance Code establishing the liver disease screening coverage requirement, with an exception for high-deductible health plans that would lose health savings account eligibility.

• Adds Section 356z.61 to the list of required health benefits covered under the State Employees Group Insurance Act, Counties Code, Illinois Municipal Code, School Code, and Illinois Public Aid Code.

• Applies the coverage requirement to health maintenance organizations, limited health service organizations, and voluntary health services plans through amendments to their respective acts.

• Specifies that the Department of Insurance shall enforce the new liver disease screening requirement.
