Amends Section 12-12 of the Illinois Public Aid Code to govern collection of overpayments for benefits provided by the Department of Human Services

Requires the Department to send written notice by certified mail and demand payment within 5 years after the Department's right to collect the overpayment first accrued

Limits the Attorney General's authority to commence legal actions for recovery of overpayments to within 10 years after the notice was sent to the recipient

Maintains the Department's existing authority to pursue legal procedures to collect claims and enforce penalty provisions against public aid applicants and recipients
