Permits contribution or reimbursement claims to be filed within one year of an award, with a 2-year deadline for seeking reimbursement after payment is made.

Ensures that contribution or reimbursement proceedings do not delay, diminish, or alter benefits to which employees or their dependents are entitled under workers' compensation law.

Authorizes the Illinois Workers' Compensation Commission to adopt emergency rules to implement these provisions, with the emergency rulemaking authority repealing one year after the bill's effective date.
