Establishes the Growing Regional Opportunities for Work (GROW) Illinois Grant Pilot Program beginning with the 2024-2025 academic year, subject to appropriation, administered by the Illinois Student Assistance Commission.

Provides grants to eligible students enrolled or planning to enroll at participating public community colleges in certificate, license, or degree programs for high-demand industries identified by colleges in coordination with local employers.

Requires eligible applicants to be Illinois residents and U.S. citizens or eligible noncitizens, not incarcerated, not in default on student loans, and without prior credentials in their target high-demand industry.

Mandates each participating community college match state funds with institutional financial assistance and report annually on program impact, enrollment, funding, and detailed student demographic and outcome data.

Repeals the pilot program on October 1, 2029, and requires the Commission to submit annual reports to state leadership beginning October 1, 2025.
