• Amends the Freedom of Information Act to add new exemption (pp) for reports under the Abortion Care Clinical Training Program Act, making such reports confidential and exempt from disclosure.

• Requires health insurance policies amended, delivered, issued, or renewed on or after January 1, 2024 to provide coverage without cost-sharing for abortifacients, hormonal therapy for gender dysphoria, and HIV pre-exposure and post-exposure prophylaxis drugs approved by the FDA.

• Creates temporary permits for advanced practice registered nurses, physician assistants, and allows pharmacists to provide HIV prophylaxis under standing orders from physicians or the Department of Public Health, with protections against discipline for providing services legal in Illinois but prohibited in other states.

• Exempts the Abortion Care Clinical Training Program from disclosure requirements to protect the identities of program participants and administrators while allowing the Department to identify coordinating organizations and entities receiving funds.

• Effective upon becoming law.
