State Board of Education must create a voter registration affidavit as the exclusive means for noncitizens to register and vote in school board elections.

Registration affidavits must be filed with local school boards and are valid for only one school board election; individuals must submit a new affidavit before each subsequent school board election.

Noncitizens must attest under penalty of perjury that they are not U.S. citizens, are school district residents, are parents/guardians/caregivers of children under 19, will be at least 18 at the next election, and are not otherwise disqualified from voting under the Illinois Constitution.

School board elections conducted under this provision are classified as non-State elections and are not subject to the citizenship requirement in the Illinois Constitution.

Affidavit must include a conspicuous notice warning noncitizens that provided information may be obtained by Immigration and Customs Enforcement and that voting registration may affect naturalization applications.
