SB1372 - Dog Training Licensure Act

• Creates the Dog Training Licensure Board within the Department of Agriculture to regulate dog trainers and dog behavior consultants in Illinois.

• Requires dog trainers to be licensed or hold a provisional permit by 180 days after the effective date, with licenses valid for 3 years; establishes maximum fees of $350 for initial licenses and $100 for renewals.

• Sets licensure requirements including minimum age of 18, good professional moral character, and current certification from an approved dog training program or equivalent credentials.

• Prohibits aversive training practices by requiring certified programs and licensed trainers to adhere to industry recognized standards from the Association of Professional Dog Trainers, Certification Council for Professional Dog Trainers, and International Association of Animal Behavior Consultants as of January 1, 2019.

• Establishes civil penalties of $200-$3,000 for unauthorized practice beginning 180 days after the effective date and authorizes the Board to impose disciplinary actions including license revocation for violations.
