Replaces fixed dollar compensation amounts for circuit court clerks with a salary structure based on a percentage of circuit judge salaries, ranging from 55% in counties under 14,000 population to 90% in counties over 3,000,000 population.

Requires the State to pay 66⅔% of the total annual salary for circuit clerks and counties to pay 33⅓%, effective for clerks elected or appointed after the amendatory act's effective date.

Protects existing circuit clerk salaries by providing that any clerk earning more than the new percentage-based salary on the effective date will not have their salary reduced.

Removes outdated compensation language from the 1989 Clerks of Courts Act, including references to base salary calculations and incremental pay increases that are no longer applicable.
