IL SB1400

Replaces "pupil" with "student" and "staff" with "school personnel" throughout the School Code discipline sections for updated terminology.

Requires State Board of Education to draft and publish guidance by July 1, 2025 on reciprocal reporting systems with law enforcement, school bus safety procedures, evidence-based intervention procedures, and student re-engagement policies.

Changes the threshold for providing support services to suspended students from longer than 4 school days to longer than 3 school days.

Expands professional development requirements for all school personnel to include trauma-responsive learning environments as defined in Section 3-11.

Adds subsection (b-35) requiring school boards to permit student representatives and support persons in discipline hearings, allow disclosure of mitigating factors including parent/expectant parent status and domestic violence victimization, and conduct proceedings independently from criminal investigations.
