Illinois Student Assistance Commission must implement a College Promise grant program beginning with the 2023-2024 academic year for eligible Illinois residents pursuing associate degrees, certificates, or diplomas.

Eligible students must enroll full-time at an Illinois institution or non-profit private business/vocational school in the fall term immediately following high school graduation or high school equivalency certificate (obtained before age 19).

Grant amount equals tuition and mandatory fees at the student's institution minus other student aid, capped at the average cost of tuition and mandatory fees at public community colleges.

Grant recipients must maintain Illinois residency, satisfactory academic progress, continuous enrollment (fall and spring semesters), and participate in mentoring and community service programs.

Students remain eligible for grants until earning their degree/certificate/diploma or completing 2 years of attendance; approved medical or personal leave may not exceed 6 months total.
