Requires the Department of Human Services to establish and maintain a centralized Early Childhood Data Center database to collect and compile early childhood information for children under age 6 in Illinois.

Mandates collection of data on early childhood physical and mental health (vaccination rates, chronic diseases, mental health conditions, developmental disabilities), school enrollment and academic performance (preschool/kindergarten enrollment, test scores, cognitive and language skills, social-emotional development), and family demographics (income, marital status, cultural background, child maltreatment, homelessness, parental substance use, incarcerated parents).

Requires early childhood providers, school administrators, and medical personnel to submit data to the Early Childhood Data Center in a form and manner prescribed by the Department.

Prohibits the inclusion of personally identifiable information in any data submitted to or compiled by the Early Childhood Data Center.

Authorizes the Department to adopt rules necessary for implementation, including reporting deadlines, required reporting entities, and methods for compiling and making data accessible to early childhood providers.
