• Amends the Firearm Owners Identification Card (FOID) Act to create an exception to the non-residency requirement for denying or revoking FOID cards.

• Illinois residents in the United States Military who are permanently assigned out of state may obtain and retain FOID cards despite being non-residents.

• Modifies Section 8 of the Firearm Owners Identification Card Act (430 ILCS 65/8) to exclude military personnel from the residency-based denial/revocation grounds.

• Takes effect immediately upon becoming law.
