Requires the Department of Transportation, Illinois State Toll Highway Authority, Illinois Commerce Commission, and Department of Commerce and Economic Opportunity to develop rules promoting coordinated excavation during road, highway, tollway, and expressway construction projects to reduce traffic disruptions and costs.

Establishes a Dig Once Coordinator position within the Department of Commerce and Economic Opportunity to facilitate broadband infrastructure and underground utility facilities deployment in rights-of-way during construction projects.

Defines "broadband infrastructure" as wires, cables, fiber optic lines, conduit, pipe, innerduct, or microduct for fiber optic or other cables that support broadband and wireless facilities.

Exempts emergency repairs and maintenance from dig once coordination requirements when addressing imminent danger to life, health, or property or utility service outages.

Amends the State Property Control Act to allow easements for broadband Internet service, cable service, video service, and Voice Over Internet Protocol service providers on state property.
