• Establishes new "remote learning day" provisions allowing school districts to conduct instruction remotely in place of scheduled emergency days, with a maximum of 5 remote learning days per school year.

• Remote learning days must be approved by the district superintendent and include a public hearing; the plan must ensure at least 5 clock hours of instruction, accessibility for all students, and special accommodations for students with disabilities, English learners, and homeless students.

• Requires school districts to pay support staff (custodial, transportation, food service, maintenance, and classroom assistants) their regular daily rate of pay and benefits for remote learning days, e-learning days, and school closures when they cannot perform their normal duties.

• Permits districts to use existing e-learning programs or new remote learning plans to satisfy requirements during public health emergencies declared by the Governor.

• Transitions existing e-learning programs approved before the effective date to expire after their current term, at which point districts must implement remote learning days under the new framework rather than continuing e-learning programs.
