State Board of Education shall administer all public schools in Illinois beginning with the 2024-2025 school year, replacing school district administration.

School districts must remit to the State Board sufficient funds to administer their schools, with any excess tax revenues returned to taxpayers.

All public school teachers become state employees instead of school district employees beginning with the 2024-2025 school year.

Starting salary for full-time public school teachers shall be $45,000 for the 2024-2025 school year.

Starting teacher salaries for subsequent years shall increase by one-half of the Consumer Price Index for All Urban Consumers annual percentage increase.
