Amends the Park District Code to change the minimum waiting period from 60 days to 197 days after a referendum or board resolution before the next election for commissioners can be held.

Updates Section 2-10a regarding 7-member park district boards to require at least 197 days between the approval date and the election of commissioners, replacing the previous 60-day requirement.

Updates Section 2-12a regarding 4-year commissioner terms to require at least 197 days between the approval date and the first regular park district election, replacing the previous 60-day requirement.

Applies the 197-day waiting period requirement to all scenarios involving changes to board size or commissioner term lengths, including reductions from 7-member to 5-member boards and transitions between 6-year and 4-year terms.
