Adds a new "specialized educator" endorsement to the Educator License with Stipulations for former faculty at Higher Learning Commission-accredited institutions of higher education in Illinois that have ceased or announced intent to cease all academic programming.

Applicants must hold a master's degree or higher, have been employed in good standing in a teaching position at the closing institution, have 5+ years of teaching experience at a Higher Learning Commission-accredited institution, and pass a content area test in their former teaching subject.

Requires applicants to complete a minimum of 6 semester hours of coursework from a State-approved educator preparation program, or alternatively teach educational methods at a Higher Learning Commission-accredited institution for at least 2 years.

Specialized educator endorsement is valid for 5 years from issuance, may be renewed, and permits holders to teach in the specific content area they previously taught at the higher education institution.

The measure applies to institutions that ceased programming within 5 years before or after the effective date of this Act, with the State Board of Education authorized to adopt necessary implementing rules.
