Creates a paraprofessional competency test to allow applicants seeking an Educator License with Stipulations and paraprofessional endorsement to obtain the endorsement by passing the test and meeting other requirements without higher education prerequisites.

Suspends the requirement for teacher performance assessment from the effective date of this Act through August 31, 2025, then resumes the requirement beginning September 1, 2025, for all candidates completing teacher preparation programs and candidates subject to Section 21B-35.

Establishes the Teacher Performance Assessment Task Force with 25 members representing various education stakeholders to evaluate performance-based and objective teacher performance assessment systems and report recommendations to the State Board of Education and General Assembly by August 1, 2024.

Removes the requirement that candidates submit teacher performance assessment materials by video submission.

Provides a refund mechanism for costs associated with completing the teacher performance assessment for individuals holding a Professional Educator License employed for at least one school year in a Tier 1 school district, subject to appropriation.
