Amends the Illinois Vehicle Code to authorize the Secretary of State to issue special registration plates designated as United States Submarine Veterans plates to Illinois residents who served in the United States Navy as submariners.

Plates may be affixed only to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Plates shall display the United States Submarine Veterans logo and the phrase "Silent Service" with design and color discretion left to the Secretary of State.

Plates may be issued as vanity or personalized plates in accordance with existing law and are not required to include "Land of Lincoln" designation.

Applicants must submit all applicable fees and applications in the prescribed form along with appropriate documentation of submarine service as determined by the Secretary of State.
