Enacts "Ethan's Law" requiring secure storage of firearms in residences when a minor could access them without parental permission or when an ineligible person resides there.

Exempts firearms kept with a secure gun storage device, in a reasonably secure location, or carried on the person.

Violation is a petty offense with a $500 fine per violation; becomes a Class 2 felony if an unsecured firearm is accessed and causes injury or death.

Firearms stored in violation are subject to seizure and forfeiture.

Repeals existing Section 24-9 of the Criminal Code relating to firearms and child protection.
