• Amends the State Employees Group Insurance Act to add Section 356z.62 coverage requirements to health insurance policies for state employees.

• Expands contraceptive coverage under Section 356g by requiring insurance policies to cover all FDA-approved contraceptive methods without cost-sharing, with at least one therapeutic equivalent version available and expedited processes for coverage of provider-recommended alternatives based on medical necessity.

• Clarifies protections for lawful health care activity in the Criminal Identification Act to exclude reporting requirements for reproductive health care and gender dysphoria treatment that were lawful as of January 13, 2023.

• Extends Section 356z.62 preventive health coverage requirements to county employees, municipal employees, and school district employees through amendments to the Counties Code, Illinois Municipal Code, and School Code.

• Modifies Medical Practice Act to add a postgraduate training exemption period allowing visiting rotations in approved postgraduate training programs up to 90 days total without requiring a visiting resident permit.
