Amends the Illinois Governmental Ethics Act Section 3-203 to require legislators to disclose conflicts of interest when taking official action on matters despite a conflict situation.

Legislators must file a disclosure statement with the Clerk of the House of Representatives or Secretary of the Senate stating they have a conflict and are voting in the public interest.

All conflict disclosure statements must be made part of the official legislative record and posted on the Illinois General Assembly website with related legislative documents.

Maintains existing requirement that legislators serve the public interest rather than private interests when acting despite a conflict situation.

Takes effect immediately upon becoming law.
