Expands dismissal notice requirements by requiring school boards to provide written notice with specific reasons when dismissing any teacher with a "Proficient" or "Excellent" summative evaluation rating during the probationary period, not just in the final year.

Changes automatic re-employment provisions so that full-time teachers who do not receive dismissal notice 45 days before the end of any school term and whose performance does not require dismissal shall be re-employed for the following school term (removes the "after fourth probationary year" limitation).

Applies to school districts with fewer than 500,000 inhabitants and amends Section 24-11 of the Illinois School Code regarding teacher employment and contractual continued service.

Takes effect immediately upon becoming law.
