Authorizes municipalities and school districts to use design-build contracts, allowing a single entity to provide architecture, engineering, construction, and related services under one contract.

Requires a two-phase selection process: Phase I evaluates qualifications (experience, financial capability, past performance, diversity compliance), and Phase II evaluates technical and cost proposals with price weighted at no more than 30%.

Mandates municipalities and school districts publish notice of intent 14 days before issuing requests for proposals, allow 21 calendar days (28 days for projects exceeding $12,000,000) for proposal submission, and provide 30 days for Phase II development.

Requires scope and performance criteria be developed by a licensed design professional or public art designer who is prohibited from participating in any design-build entity proposal to avoid conflicts of interest.

Applies diversity compliance requirements from the Business Enterprise for Minorities, Women, and Persons with Disabilities Act and requires design-build entities to report implementation efforts every 6 months and before final contract payout.
