Expands fee waiver for birth record searches to include honorably discharged veterans in addition to active duty service members when requesting death certificates at no cost.

Changes language from "retired" service members to "honorably discharged veterans" for purposes of free or reduced-fee death certificate requests, with a maximum $6 fee for subsequent copies.

Defines "veteran" as an individual who served in the Armed Forces of the United States, National Guard, or the reserves of the Armed Forces of the United States.

Maintains existing fee structures: $10 search fee for vital records, $5 for certified birth copies, $2 for death certificate copies, with exemptions for incarcerated individuals upon release and certain other qualifying groups.
