• Transfers Medicaid Fraud Control Unit responsibilities from Illinois State Police to Office of the Attorney General across multiple state statutes including the Illinois Act on the Aging and Illinois Public Aid Code.

• Modifies Illinois False Claims Act to remove Illinois State Police references and establish Attorney General as sole investigator for civil false claims violations; removes delegation authority for subpoena issuance to Department of State Police.

• Changes fund allocation for False Claims Act settlements: for cases settled before October 1, 2023, maintains one-sixth to Attorney General and one-sixth to State Police; for cases settled on or after October 1, 2023, allocates one-third to Attorney General Whistleblower Reward and Protection Fund and two-thirds to Qui Tam plaintiffs and General Revenue Fund.

• Authorizes Attorney General to direct State Treasurer for disbursement of settlement funds rather than delegating to State Police.

• Effective immediately upon enactment.
