Creates the Illinois Underground Railroad Task Force to develop a statewide plan connecting existing and new Underground Railroad projects into a cohesive history while creating educational and tourism opportunities.

Task Force composed of 10 members including legislative appointees from the President and Minority Leaders of both chambers, the Governor, Director of Natural Resources, Director of Illinois State Archives, President of Illinois State Historical Society, President of NAACP Illinois State Conference, and Clerk of Tazewell County.

Requires Task Force to meet at least 3 times with first meeting within 60 days of the Act's effective date and to review research, existing infrastructure, projects, and best practices.

Task Force must submit a report detailing findings, recommendations, and needed resources to the General Assembly and Governor by July 1, 2024.

Task Force is dissolved and the Act is repealed on January 1, 2025.
