SB1666 - Thermal Energy Network and Jobs Act

• Establishes regulatory framework for utility development of thermal energy networks (piped noncombustible fluids for heating and cooling) by amending the Public Utilities Act and Illinois Power Agency Act.

• Requires Illinois Commerce Commission to initiate proceeding within 3 months to support thermal energy network development and adopt rules within 2 years addressing ownership structures, market access, worker training, and third-party competition.

• Mandates each major gas, electric, or combination utility submit 1-5 proposed pilot thermal energy network projects within 3 months, with at least one pilot per utility territory in disadvantaged communities, subject to Commission approval within 6 months.

• Requires utilities to enter labor peace agreements with bona fide labor organizations for thermal energy network employees and prioritize hiring transitioning utility workers affected by gas system downsizing.

• Utilities must report quarterly to Commission on pilot project status including development stage, barriers, customer numbers, costs, and job creation until project completion.
