IL SB1674

Renames Article VII-A of the Developmental Disability and Mental Disability Services Act from "Diversion from Facility-based Care Program" to "Stabilization Support Pilot Programs" and eliminates the previous pilot program structure effective with this act.

Establishes Long-Term Stabilization Support Program with at least 8 homes statewide to serve individuals with intellectual or developmental disabilities at risk of facility-based care due to behavioral challenges for up to 2 years or longer if appropriate, including those transitioning from State developmental centers.

Establishes Short-Term Stabilization Support Program with at least 10 homes statewide to serve individuals with intellectual or developmental disabilities currently receiving home and community-based services for up to 90 days with extension options if appropriate.

Requires each stabilization home to support no more than 4 residents with individual bedrooms, be regulated according to community-integrated living arrangement guidelines, and allow individuals to request alternate placements based on their personal plans and needs.

Requires the Department to publish quarterly reports beginning March 31, 2025 on program participation numbers, transitions, locations individuals transition to, and length of participation; entire Article repeals January 1, 2028.
